The plot follows the story of Max Havoc (Mickey Hardt), a sports photgrapher and an ex kickboxer known as ‘Mad Max’, who works internationally. Max decided to quit the sport after a brutal fight led to him injuring another fellow boxer during a comeback. The phase still haunts him until this day. Max gets into a brawl because of a biker girl (Nikki Ziering), and his agent (Diego Walraff) makes the decision to send him for a photo shoot in Guam. While on set, Max runs into his old friend Tahsi (Richard Roundtree), an eccentric antique dealer and his old kickboxing coach. While on a jet ski, Max is on the verge of taking pictures for an outrigger canoe racing when he notices a vacationer named Christy Goody (Tawney Sablan) submerged in water and calling for help. In order to save her, he takes a chance and unexpectedly topples over one of the canoes. The rowers of the injured canoe, led by Moko (Pyun veteran Vincent Klyn), go wild with anger because Max’s stunt ends up ruining the race. Jane (Joanna Krupa), who happens to be Christy’s sister, is also furious with his reckless behavior. Nonetheless, she changes her mind and decides to go out to dinner with him.
At the same time, a burglar, portrayed by Danielle Burgio, approaches Tahsi. She wants to sell a precious jade dragon that she stole and has hidden in Guam. She assures him that she will be back in one day. Tahsi accepts her offer, but he does not guarantee that he will not sell it. Contrary to this, a few days later Jane Smiles, who turns out to be his friend, comes to his store and purchases the dragon, and even without Tahsi’s consent, she purchases it. She becomes rich beyond her wildest dreams after learns she spent pennies on the figurine worth much more. Because of this she becomes hopeful of finally getting to pay for her sister’s medical degree. Later, a spy aka enforcer for yakuza Black Dragons, the previous owners of the jade dragon, finds Tahsi with a seeker in a chokehold. He goes broad daylight on him and wants the figurine back. ‘No,’ Tahsi says, but it costs him his life, and that of the thief together with Jane and the fee.
Max and the Goody sisters find themselves caught up in a street fight with henchwoman Eiko, played by Ji Ling. After Max saves the sisters and gets into a tussle with Quicksilver, played by Johnny Trà Nguyễn, he receives a call from the head of the criminals, Aya, played by Marie Matiko. The Black Dragons inform him that the jade dragon is an urn that contains the ashes of their former leader, Yoshida and that they will use any means necessary to retrieve it. Eiko, on the other hand, is torn between returning the figurine and making sure her sister gets her M.D. degree. Eventually, Moko and Debbie, played by Carmen Electra, aid Max, and the sisters in allegedly returning the dragon for ‘their own personal safety’. Regardless, the plan backfires when Jane’s phone dies and Max barely escapes on a jet ski with the help of the angry henchmen.
The leader of the Black Dragons (David Carradine, who is acknowledged as Grand Master), flies to Guam to handle the issue personally. He is, as it turns out, a figure that is quite often spotted from the ringside during Max’s flashbacks. The Goody sisters, Christy in particular, are captured by the Black Dragons so as to lure Jane and Max into their den. A deal is struck between Max and Grand Master that Max is to fight Arnold Chon’s character to the death. If Max wins, he and the Goody sisters are free. Max, at the last split second of the blow he was about to mame the enforcer’s head with, relents and spares his life. Despite his mercy, he manages to win the fight and subsequently hands the yakuza the urn. He is presented with an invaluable katana as a token of appreciation. The last scene of the movie has Max during a dinner with his allies after the adventure, he and his friends celebrating the end of it all.
