Larry Chin, an expert in martial arts from China, One day, he crosses the US Border through a San Francisco port desperately searching for his brother Wei Chin who mysteriously disappeared after Larry’s wife died in an accident. He is intercepted at port by the corrupt cop Burke’s men. Burke had been waiting and following Larry but was later overtaken by Larry. With Larry escaping, Burke is left without his expectations. In search for Wei, Larry asks one of his cousins about his whereabouts only to discover the shockingly true fact that his cousin has been warned of not sharing such secrets, leaving him dead from a car explosion.
Burke picks Larry up while he is trying to board a bus going to Los Angeles, where he is placed in cuffs next to Stud Brown. Stud’s distraction helps them make an escape, and then both of them work their way toward Los Angeles. On the way, Larry explains his situation to Stud and to Betty Fond, the driver who picks them up. In Los Angeles, they get to an address Larry gives them, which turns out to be a bar runner by the Smiling Man. It becomes clear to them that they were in the middle of a ganglia war between Smiling Man and Razor, the latter one wanting to push drugs in the city. First, Stud and Larry save the life of the Smiling Man, then he recruits them to his cause and offers to help. From the conversation with the Smiling Man, it becomes clear to everyone including Stud that he is fond of the mute girl, Sarah.
Betty has been searching for Wei’s whereabouts on Larry’s behalf, and sends him to a local businessman, Kung Fat. Kung informs Larry that Wei is dead and provides him with the location of his grave, but upon arriving at the site, Larry figures out that Wei is not buried there. He returns to Kung and accuses him of lying, but Kung and his men manage to subdue him and try to transport him to the outskirts of Los Angeles to let a snake kill him. Fortunately, Larry is able to escape and returns to Stud and the Smiling Man, who informs him that Kung is a player in the drug ring and so is Burke, who has used his position to protect the ring. When Larry returns to Kong’s estate, he discovers the man has been murdered. Larry and Stud confront Burke, forcing him to give up the location of the drug ring’s leader. After they leave, Burke is murdered by Razor for sharing this information.
Larry, Stud, and the Smiling Man intend to assault a drug ring when news reaches them that Razor has been spotted near Sarah’s house. When Larry and Stud get there, it is unfortunately too late, as Razor had already murdered Sarah. Out of rage, both go after the drug lord. Stud manages to gun down Razor, but Larry comes face to face with the drug lord and to his surprise learns that it is his brother, Wei Chin. Wei is the one that had unintentionally killed Larry’s wife and then escaped the country, not wanting to deal with his brother. While Larry and his troops assault Wei’s headquarters, Wei tries to escape but ends up on the losing end when Larry shoves his car off the road, costing Wei his life. Afterwards, Stud and the Smiling Man eliminate the rest of Wei’s as well as Razor’s goons. Once Larry and Stud regroup with the Smiling Man in his pub and confirm that Razor’s ring has been dismantled, Larry and Stud part ways, knowing that the police are still in pursuit.
